Serves as the elected Treasurer of the County of Bucks. He was elected to that position in November of 2015, and was sworn into office in January of 2016.
The Bucks County Treasurer’s office is responsible for receiving, managing, and protecting all money coming into the County. It is the mission of the Treasurer’s office to provide the highest level of service to the citizens of Bucks County, and to fulfill the responsibilities mandated by the Commonwealth of Pennsylvania, while operating within the framework of the County of Bucks and its overall mission statement.
The Treasurer serves on the Bucks County Retirement Board, and in the capacity of Retirement Board Member, is responsible for managing the Bucks County Pension Fund, which is on the order of $775 million – and remains fully funded. The Treasurer also serves as the Chair of the Board of Investment and is responsible for investing millions of County dollars in short term investment vehicles, consistent with County policy throughout each fiscal year. The Treasurer is also a member of the Board to Select Depositories, responsible for identifying, qualifying, and approving all financial institutions authorized to serve as depositories for the County of Bucks. As Bucks County Treasurer, Tom Panzer is proud to support the County of Bucks in maintaining its “AAA” financial rating from Standard and Poor’s, and the “Aaa” rating from Moody’s Investors Service.
The Treasurer’s office is responsible for an eclectic collection of duties, tasks and responsibilities, which include collecting, investing, disbursing, and reconciling all county funds. The Treasurer’s Office acts as an agent of the Commonwealth in issuing dog, hunting, and fishing licenses; sportsman firearm and temporary boat registrations; and, bingo, small games of chance and special raffle licenses. In addition, the Treasurer’s office is responsible for collecting and disbursement of Act 515/319 rollback taxes and the Bucks County Hotel Lodging Room Rental tax.
Tom began his public service in 1995 as a volunteer in his local community of Warminster Township. In 1998, Tom was elected to the Warminster Board of Supervisors, where he served in various capacities including Chairman and Treasurer for a total of 8 years. In 2004 Tom was appointed to the Warminster Municipal Authority Board of Directors where he served for 5 years, including roles of Chair and Treasurer. In addition to public service, Tom Panzer is a practicing attorney and equity partner in the regional law firm, High Swartz, LLP, where he concentrates his practice on administrative litigation, municipal law, zoning, and workers’ compensation. Prior to affiliating with High Swartz, Tom was the Managing Partner of McNamara, Bolla & Panzer, PC, a Bucks County small business, where he was responsible for reviewing and entering into contracts on behalf of the firm, establishing and adhering to an annual budget, and addressing all personnel issues for professional and administrative staff.
The training and experience Tom gained in serving as the Managing Partner of a mid-sized suburban law firm, and serving as an active practicing attorney, in addition to the elected and appointed public service positions held, provide Tom Panzer with a unique, highly qualifying background to serve as Bucks County’s elected Treasurer.
